

This was version 2.6.6 (latest stable release) Not sure if this is a bug or feature and hopefully this information is sufficient to verify the bug. The only one that did change was one that had its capital conquered early and there was a civil war (empire split in 2), I guess it didn't want to have a repeat. My guess is the AI figured 11 turns of idling while at war with barbarians or other AI players was too risky. The AI was configured (since beginning of the game) to play on hard mode and in the beginning it was challenging, but it was surprising none except one of the AI ever changed out of depositism even when they unlocked all government types in the tech tree (the leading AI unlocked rocketry and still didn't switch out of depositism). Used the freeciv experimental ruleset, with a 10 turn revolven (the setting where it starts at 10 and decreases every subsequent government change) government change setting in the game. Not sure if this is a bug or a feature, but I set up an AI game, 15 player (14 AI+player), 20,000 tile map with frequent barbarian raids (raging hordes settings) and none (except 1) of the AI changed government during the course of the game. That behavior is not ideal for someone new coming to report bugs. Yeah, that ticket was already fixed and closed, and by default the search shows only open tickets. I did search through the ticket list for government bugs but missed the other ticket. Not shown: 985 closed ports PORT STATE SERVICE 22/tcp open ssh 80/tcp open http 111/tcp open rpcbind 139/tcp open netbios-ssn 444/tcp open snpp 445/tcp open microsoft-ds 3306/tcp open mysql.
